License Plate look up

I paid money to Gov-Records.com because they said I could look up the license plate. I have not been able to find this information without being directed to another page that costs even more money. The price I paid was for what I thought was a lifetime of different types of searches and I find out you have to buy credits for some of the searches. I did several searches to see what it would pull....and it didn't pull crap.

Anyway, does anyone know if I can find out who the owner is of a car? He pulled up in front of my house and threatened to shoot my dogs. I filed a police report (matter of record report) but they said the tag number I wrote down was wrong...they didn't even run it. So I thought I would try it and just see if it pulls anything and then maybe try another character for the incorrect letter and see what happens. I would like to add the name to the police report in case he does do something to my standard poodles. They are in an electric fence, but he also called animal control and said they are running loose. Those dogs never break out of that fence. His wife was just scared of their loud barking. The police suggested that I try to find his information online, that I might have better luck than them, but so far not so good.
