Anybody have access to VIN/License plate records in WA
I have a car that I'm looking at purchasing but the person doesn't have the title. I need to know the registered owners name. So that at least I could find if its stolen and I'd like to know the history of the vehicle before before making a final decision to purchase. I am a single mother of twins and have very small income, otherwise I'd just purchase one from carfax. Can anybody help me out??

How to do a license plate search in WA state???? Can Anybody help me?? #EDIT only need to know the persons name to whom it belongs to so it can be returned to rightful owner.
