 Bought vehicle with no title in Mass?

I bought a vehicle with no title from a person who bought it for parts from the previous owner and lost the title during his move but never transferred it into his name and lost all contact information. I have a couple addresses for the previous owner but I've tried to mail a letter to each and no reply. So I'm wondering what I can do with the vehicles old title number, his drivers license number, registration number and VIN number of the vehicle to contact the owner for a title in my name as I'm trying to get it on the road.

Use Tool Web-based decoding of vehicle identification numbers (VIN's). Identifies the year of construction, manufacturer and more.

AnalogX VIN View is a free online VIN decoder that allows you to see the information about your vehicle that it contains. VIN View supports decoding of any vehicle identification number that was issued after 1978, which is when ISO 3779 was established to make a uniform way to track vehicles. If you have a car you would like to lookup prior to 1978, I would recommend going to Auto Insurance Tips, they have one of the more comprehensive listings of VIN's plus some additional related information.
Operation is simple, enter the VIN number (17 characters, A thru Z and 0 thru 9) and click decode. On the decode page you'll see your VIN again and the position of each character, then on the bottom portion you'll see what position and characters map to what information. As more information becomes available, more details about the vehicle will be displayed (such as the model, engine size, options, etc), please be patient!
VIN's are normally located in several locations on a car, but the most common places are in the door frame of the front doors, on engine itself, around the steering wheel, or on the dash near the window. If you can't find it in any of those areas, then don't ask me because I certainly don't know! Smile Either call the dealership for the car manufacturer and ask them, or search online for a site dedicated to your particular vehicle (or check the above mentioned site).

my instinct/experience is telling me this was a totaled car no more car no more title that he trovered chopped other parts & got it running & played you by selling you a car that won't be able to get reg. but i am a member of AMERICAN POLICE VETS WHICH IS BASED OUT OF mASS. SO MOTOR VEH. TREVOR IS A FELONY SO WE CAN SHOVE IT UP HIS KEYSTER...BUT YOU NEVER KNOW TILL YOU COMPARE THE vin PARTS & RUN THE VIN THROUGH DMV TO SEE THE HX.. THIS MIGHT BE FUN!!
